Mr. Watters was born in the Bronx, New York and attended Ithaca College, graduating in 1976. In 1979, he received his law degree from Georgetown University Law Center.

In his personal life, Mr. Watters is also an exemplar father. He has three children, all born and raised in Washington, DC. In 2009, Mr. Watters was inducted into the Fathering Hall of Fame by the National Center for Fathering, for his dedication and leadership to responsible fatherhood. Despite Mr. Watters’ challenging childhood growing up in a children’s home, he has not let that impact his life.
